Carol has over twelve years’ experience in applying economic analysis to complex problems arising in competition, finance, regulatory and policy matters. Based in Singapore, Carol has advised both public and private sector clients in the Asia Pacific region, with interests spanning a wide range of industries, including air and rail transportation, energy, water, steel, communications and health.
Carol’s particular areas of expertise include the assessment of the competitive implications of: mergers, acquisitions and agreements between competitors; vertical arrangements; pricing strategies; and abuse of dominance. She has also advised on both the design and application of price controls and related arrangements applying in the infrastructure sectors, including the appropriate approach to and estimation of the weighted average cost of capital. Carol’s clients include both regulators and firms subject to economic regulation, as well as law firms, competition authorities and businesses interacting with those authorities.
Prior to joining HoustonKemp, Carol held the position of Senior Consultant at NERA Economic Consulting, whilst her experience in government was developed during a period at the New Zealand Treasury.
Carol holds a Master of Business Administration, focusing on financial management, from the Massachusetts Institute of Technology, a Master of Commerce with first class honours majoring in economics, from the University of Canterbury, and a Bachelor of Commerce, also from the University of Canterbury.
Carol is a member of the Economic Society of Singapore.
