Oliver Nunn presented at a workshop hosted by the Centre for Policy and Market Design at the University of Technology Sydney. Entitled ‘Is there a future for economists in the age of renewable energy?’, Oliver’s presentation described the challenges that the advent of renewable energy sources present for the design and operation of wholesale electricity markets.

AIMMS Asia Pacific Optimisation Conference

19-20 November 2014

Oliver Nunn presented at the AIMMS Asia Pacific optimisation conference, which was held in Sanya, China. The presentation worked through a case study on falling demand in the National Electricity Market and described the lessons that might be learned from Australia's experience. By way of background, China's annual electricity consumption is currently 5500 TWh, growing at 7 per cent per annum, and so the cost of overestimating demand could therefore be enormous. The presentation sparked a lively discussion.

Competition Policy Review Submission

November 2014

HoustonKemp's submission in response to the Competition Policy Review’s draft report was published shortly before Christmas. We caution that the proposed changes to the unilateral conduct (section 46) provisions of the Competition and Consumer Act offer few, if any, economic benefits, and would give rise to a long and costly period of uncertainty as to how the revised law may be applied. In contrast, the panel’s focus on the need for microeconomic reform in road transport and the delivery of human services has the potential to unlock the kind of productivity gains that followed the 1990s’ structural and regulatory reforms in the electricity, gas and water infrastructure sectors. Our submission makes a number of practical suggestions to guide future, productivity-enhancing reform in both human services and road transport.

Comments on AER Draft Benchmarking Report

Ann Whitfield and Oliver Nunn provided a report for Grid Australia commenting on the AER’s draft Annual Benchmarking Report  for Electricity Transmission Network Service Providers, which notes the limitations of applying the performance measures included in the report to the task of assessing efficient capex and opex as part of a regulatory determination.  Our report is here.
